I wouldn't rule out Macs as a reliable platform as just about every type of windows software has an equaly good (and sometimes better) Mac OS version however in windows because of the monopoly that Microsoft hold on the computing market you will have more choice of software. Whilst i hate Windows in every single way it would be my choice for your field of work. Macs are technologicaly better but because the majority of people are computer il-literate are commonly overlooked.

Good luck on your career choice.

All new macs can run Windows as well as Mac OSX. I think a Macbook would suit you fine, allowing you to make websites and e-Commerce applications in software such as Dreamweaver. I use a mac for this sort of thing, and have also got Windows installed under Apple Bootcamp, and under parallels desktop which is great for testing websites and using the small amount of website development software that doesn't run under a mac.

Have the best of both worlds on one computer.

I don't know that you'll find a French university that teaches exclusively in English. There are universities that help non-francophone students by offering immersion courses intended to help you clean up the French that you already speak and hopefully you'll progress to being nearly native by le fin de l'annee scolaire. I attended a program like this in Strasbourg, on the German border. Spent most of my day taking classes in language and literature (other subjects were available, although I do not remember if psychology was one of them) and also took a few courses with the French students in the main university. It was intimidating but not impossible. A program like this would be in your best interest since you are planning to live in France anyway... why would you want to attend university in English?? Good luck!

The sort of fields you are going into are far more likely to be using Windows - I would only recommend Apple Macs if you are going into the worlds of graphis design, animation, film and advertising development, etc. You definitely will need to show experience on a Windows interface.
