Get a soil ammendment dumped on the yard then rototill it in. then get a grass seed that is recommended for your area and re seed in the spring or fall time never in the summer or you will be watering it forever

I lived in that area....I had to use a tractor to overturn the old lawn. Spread a weed killer and feed over the area - soaked it in. Instead of resodding, I just planted bermuda grass seed (sown) and kept it watered. Surprisingly, the lawn turned out great - and green!

No matter what you do,,, the soil will have to be prepared. That will require tilling and removing all the old grass and weeds. The best way to go would be Bermuda sod,,,if you can afford it. Second would be Bermuda seed. Either way you will have to keep it watered and fertilized regularly.

You are going to have to bring in some top soil if your dirt is dry and no good so you can lay sod or seed, your local landscaping crew can help you.

do a soil test to see what you need to do to pre the existing soil for new grass....
Then you will need a layer of 1" - 2" of new top soil and then sod is your best bet if you do not know how to grow grass...
good luck
