No back in the day it did but now since all carriers in the US run at least EDGE or EVDO the phone has an "always on" connection so you're charged by the kilobyte not the minute.
Get an unlimited plan and you won't be charged for the access. Other plans generally give you so many KB or MB per month. Look at your bill and your statements from the cellphone company they'll tell you what they charge per KB or MB.
If you get an unlimited internet plan download Opera Mini http://www.opera.com/products/mobile/operamini/phones/ then you can access any website you want pretty much unless you have Verizon the Opera Mini browser doesn't work with Verizon.
Also if you visit your carriers website they are required by federal law to list everything you are charged for so they'll have a list of every possible charge that can show up on your bill.
Tell you what list your provider in the add comments section and i'll tell you what and how they charge.

I have Alltel and it does use the minutes but the free night and weekends apply toward the mobile web too. But, the more airtime you have, regardless of whether or not it used your free minutes, the more your taxes will be.
