Go to start-run, type msconfig, click startup tab and disable every thing you don't need loaded into ram when you start your computer. I would guess that you probably have a bunch of stuff in there you don't even need. this will dramatically increase startup time.

You answered your own question. It's a Celeron.
That said, there are some tweaks.
1. Check the BIOS (F2 or Delete on startup). Look thru this to determine if BIOS is running multiple checks on the memory before booting the operating system. There should be a setting somewhere (depending on what your BIOS is) to enable Quickboot which only checks the memory once.
2. While in BIOS, check to see if your antivirus is set to scan before booting the OS. It's a best practice, but slows things enormously.
3. How much RAM do you have and how many programs are competing for that space on startup. If you're running XP SP2 and antivirus, you need AT LEAST 512MB of RAM. If other programs are also loading -- IM, QuickTime, etc. -- you'll want to upgrade to as much memory as the computer will take.
4. If your antivirus is the on-line version of McAfee, this is slowing you down as it is probably trying to establish its connection even before the OS is loaded.
5. If you have a lot of programs loading at startup, download a copy of Autoruns from the link below and install it. This will give you control over almost every program or process and when or how it loads.

Perform Disk Cleanup: Click Start, All Programs, Accessories, System Tools, Disk Cleanup
Perform Disk Defragmenter: Click Start, All Programs, Accessories, System Tools, Disk Defragmenter
I would suggest doing Disk Cleanup daily and Disk Defragmenter at least once a week.

Use msconfig to stop all the programs loading at startup. If your operating system does not have it, you can download it.
then use a program like cleanup! or ccleaner to rid your pc of all it's junk that surfing the web & daily operation leaves behind to slow it down.
Then defragment it.
Follow the tips on this site for more ways to help your pc run clean & lean.
