For the win loss record you can't go past Clive Lloyd when the West Indies were on top of the world. Then check out Allan Border, Mark Taylor then Steve Waugh and they won't be far behind.
Current captain - I like Ponting (and I am a local Tasmanian too) plus I also like Dravid and Fleming.

the best captain was Kapil Dev as India has only won the world cup once and in the captaincy of him and the Graeme smith is my favorite present captain

I strongly feel that the main criteria for selecting the best captain should be based on the success rate as a Captain.
Based on the above criteria, I consider the following persons as the best Captain:

PRESENT BEST CAPTAIN : Mt. R.T. Ponting, Australia
