How does Haiti misuse or mismanage their water supply?

I need two ways that Haiti misuses their water?.. But after reading the article i have found it is to me more of mismange ment of water but I am doing a paper for environmental science and do not know how to do this part of the paper any suggestions please help

Every thing in Haiti is complicated.

First you must stop corruption.
In Cap Haitian, the second largest town in Haiti, the German Cooperation a few years ago, wanted to replace all the city's drains,the Mayor wouldn't approve the free offer, because he wanted the German Government to transfer the money to him and he would select a local firm. If the Germans had done this they would have lost their money .

Second the Governments needs to repair the water pipes.

Third, the Government needs to provide water to all the peope , which in shanty towns could be a water pump for easy access to it's occupants. I use to live near a shanty town in Haiti, and people would break the road to have access to water pipes..
This would result to damamaged roads and no water to the richer areas.

The Government needs to re start planning trees. Haiti has lost the majority of it's natural forest.People still use Charcoal has the main source cooking fuel.

Washing automobiles, properties, laundry and watering lawns. the only destiny answer is water condensors or desalinization plant life and underground storage cisterns for rainwater, in case you pump out adequate groundwater everywhere close to the sea, saltwater incursion into the aquifer is inevitable regardless of the densest bedrock. that may not Haiti's concern on my own, each coastal and wasteland community interior the international needs to get busy innovating new suggestions, transport freshwater components isn't a stable long term answer.
