Why would you want to do this when you can just disable any popup blocker you don't want running in your browser? Just go to the settings for the Popup blocker you do not want on and select Disable Popup Blocker. You can do this with any one on your browser, regardless of whether it is on Internet Explorer, or a toolbar or another browser all together. There is not a reason to uninstall it completely, and it would be difficult if it is the one on your main browser. If it is on a toolbar and you don't want the toolbar any longer just uninstall the toolbar from the Add/Remove applet in Control Panel.

You could deactivate it from the "Tools" bar, or to remove it completely, you need to identify it... start tab, search files and folders, "pop-up blocker"... locate and then go to add/remove programs and remove it.
