Buy the system sampler for about $16 from KBS Coatings. It has all the products you need including RustBlast to remove rust. Once you remove rust you'll have to seal it so it doesn't come back....the Rustseal comes in silver, clear or black.

As it is only small parts that are affected by rust all you should need is either some course wire wool or some emery cloth/wet and dry. use this on the effected area until all of the surface rust has gone and clean bare metal is left then apply a rust inhibitor, which in some brands can also be an under coat then a top coat of paint in which ever colour you want, Hammerite is best for this and you can get it in aerosol can or apply it with a brush. if the rust is on the wheels and the wheels are chrome that is a different matter, because although you can clean off the rust in the same way you will also remove the chrome and never replace it, but you can get some spray paints that look very similar. There is a product called ospho and one called rusticide. They are both phosphoric acid and will remove rust. Naval jelly will too. First I would get some wet dry sand paper about 250 or 400 grit and sand it. Have a bucket of water handy to slosh the sanpaper around in so it doesnt load up. If its just surface rust it will clean up pretty quick. If you have pits you may have to chip off the loose scale and then try one of the 3 products mentioned. Once you get it cleaned up and wiped down with some mineral spirits you should prime it before painting it. Chances are that it was never primed at the factory and that is why it rusted up to begin with.

Naval jelly, CLR, Wink will all do the trick. If you use Naval jelly, be sure to wear a mask & gloves and follow the instructions on the back of the container carefully. CLR is a little less toxic and harsh on the environment. If it is on a painted chrome, like the handle bars, you could also try Barkeeper's Friend.
Whatever you decide to use, you will probably want to use a rust sealing paint after you remove it. There are many brands from which to chose depending on the protection you desire, but they all will seal the pitted areas and prohibit future rust.
