Theres nothing wrong with forgiving someone, in fact you must forgive to live a fulfilling life. Holding on to grudges is unhealthy, but you must also not forget how this person treated you. But if after someone hurts you twice, then you must move on, that doesnt mean you didnt forgive them, it just means you are not going to let them hurt you anymore.
If the persons insists on hurting you then they must not honor or respect you, and they must not honor and respect themselves enough to honor you. You dont want that kind of person in your life. You want someone strong (who isnt afraid to tell the truth, who isnt afraid to resist that temptation to cheat).

People, in general, try to be slick. They know what they are doing and continue because of the weak under them. Sometimes they use the "relative" card; other times the "race" card. Anything to get what is needed. The bottom line and answer to your questions is twice; considering their track record.
