Could quite happily live without telly but would still have one to watch dvd's on. And also, if I don't receive programmes but somebody else records them and I watch them, does that count?
And how could you prove that you don't receive programmes if somebody turned up to check???

Unfortunately, the answer is yes. If you have a television in the house, you have to pay the TV license. It wouldn't matter if you could prove that you had never plugged it in, you would still be required to pay for a license.

You do NOT need a TV Licence for owning any kind of TV receiver/VCR/Satellite receiver/PC with TV-TCard [PC/TV] etc. Whenever the TVLA tells you that you must buy a TV Licence when you have a TV they are misleading you. To make -their- life less complicated the TVLA simply assumes that any TV will be used for watching TV broadcasts from British soil.

The answer is YES.
Even if you do not switch the tv on...you have to have a license for it.
