no the person does not ship till they recieve payment. If you don't pay you also get a bad rating and people have the right not to sell to you.

Not unless the seller is an idiot. First rule of thumb on Ebay is never ship without payment clearing.

no. even if u use a credit card, they take the money for the item, the shipping, and the tax. Then they add it together. The answer/sum that they get is the amount they will take off. If they can't take it off or the credit card number is wrong, or they are having difficulty proccessingyour item, they will e-mail you on whatever the fault is.

No the person will not ship it instead he/she will report you to the ebay admins and they can press charges on you.
