What does it mean when they say "Not on my watch?"

It means that we won't let the genocide, rapes, displacement of the people of Darfur continue. We know it's happening and it's up to us, the citizens of the world to do something about it. To spread the word. To support aid organizations that are helping. To push the UN and our government to step and protect those people. We cannot claim, like we did about the Holocaust, that we didn't know.
