I love the idea of it, assuming that i would not have to give up the comforts that i am accustomed to. there was a show on discovery/learning channel, or maybe history channel, about a guy that wants to build a HUGE ship that like 30,000 people could live on. think aircraft carrier time 10 or so. the idea is that people would live on it, and travel around the world, seeing teh sights from a floating city. it was too big to dock, so it would get close, and then you would take a boat to the shore. i forget the name of the show, you might try searching on history channel/discovery channel website for floating city or something like that. anyway, sign me up. i would love to try it.

That's what they should have done to New Orleans--rebuilt it so it's floating at sea level rather than sitting on the ground under sea level. Actually there are some experimental projects on this topic. To see if they can be self-sufficient from all land connections (water, food, and energy from the sea and wind). I read about it in a science magazine about a year ago but I can't tell you which one. Sorry.
