Congress declares war.

N. Korea may have declared this on us; but Congress has not declared war on them. It's like when you would see a third grader asking a seventh grader to fight. Won't happen unless the third grader gets the whole third grade class to join him in the beating of the seventh grader. The seventh grader just has to work with others to bring the third grader back to reality.

Reality is that the USA has more who are disturbed by the N. Korean's than those who are disturbed by the USA. Among these is Japan, S. Korea, China (Boarder but favors no nukes), Russia (boarder but favors no nukes).
