The exchange rate to the Peso is kind of irrelevant, but value for money - 100,000 Pesos should be enough for the 3 weeks unless you are into serious debauchery or have a lot of inland flights or are chartering seaplanes and stuff.

Changing Euros is absolutely no problem whatsoever - I do it regularly (in Manila, Puerto Galera, and Subic), but you will get a better rate at an ATM as long as you are in an area that has them.

I always take between $1500 to $2000 usd with me and i live very well while there, I always bring money back with me.
It's not a good idea to exchange your money out side the philippines because you will get a lower exchange rate. I always exchange $100 when i get to the airport in manila and then later exchange a little at a time as i need it.

100,000 PHP is adequate for three weeks--unless you are staying at a good hotel, which will run you about 4000-6000 PHP a night plus taxes on average.

You can take 5 friends for a lite meal with 2 rounds of mixed drinks for about 3000-5000 PHP which is about 0.25 of what it would cost you in the USA.

According to one of my answers to basically the same question, you are only allowed to bring in 10,000 pesos and must declare it on a form. Anything over can be confiscated

at the current rate of 50 peso per dollar you will have $20,000. being an impulsive spender and staying in nice hotel you will probably not spend all of your money. I know. I travel there yearly and have a hard time spending $1,000 in 3 weeks. have a nice time.

that's too much to spend for a 3 weeks stay, just don't bring too much cash with you, much better if you have an ATM card that's maestro or cirrus you can withdraw anywhere in manila and some other cities..

you should also visit the islands like palawan, boracay, samal island (davao).. have fun and enjoy!!
