They can't even stand themselves.
The young kids get enamored being around people with power and find themselves flirting or more with an older person whom they would never be with if that relationship of power never existed.
Then the weak willed people in power find themselves attracted to the fawning being bestowed upon them by the youngsters.
It not too long before taboos are being broken and crimes committed.
I've seen the same happen where teenagers work and flirt with their managers of the opposite sex. If the manager allows themself to get sucked into the vortex it can end his/her career.

Most congressmen are old, flabby, overweight, not very healthy, and die their hair. I doubt they'd much enjoy strictly recreational same-gender sex with men their age (or, worse, other congressmen) as much as with fresh young boys. I assume that's what you were alluding by "hanging out with". I can't tell if switching to a Democratic majority would make much of a difference, although some people appear to think so. It may just be wishful thinking by older guys who are frustrated in their desire to date congressmen.
