Yes most companies use this position when they don't need it.
Our company uses one which now has grown to about 6 in the local office and many more in othe roffices and the national office.
This is a job a secretart could very well handle on her own were she paid half what they pay the Human Resource Person.
This has become a position job in most companies.
But Companies do not have ot have a human resource officer . They do need to have records kept .

It use dot be that secretaries kept up with all o fthis.
The last few years it has ben a place to hire minorites to satify state and federal requirements in placing them in poisitons which pay larger salaries.

Sure, why not? Only a very small percentage of all companies have a dedicated HR person. Don't forget that the vast majority of companies are small businesses.

They over see things of value where an employee is concerned. They make the final decision if someone should be fired or not. They over see what a Director of security would present, as facts, to cause and reason. They then decide the outcome.
Most companies desire them. They are not hired off the street, they study for their positions.

THere are a lot of good services that can provide HR needs" payroll, insurance issues, etc
Look for HR services, compare the cost and what they can provide your company versus what hiring actually people wil do for you

Being a HR manager, every company should have a department for employees and management. I 've always been available for employment problems along with problems with an employee.

Yes. I know some small CIA. manager or supervisor of any department do the hiring and termination of their subaltern employees.
