I drive a nissan altima 1998.
When ever I ease on the accelerator from a stop I hear a sound and feel a vibration through the petal. the sound is kinda like two slabs of metal with sticky substance between them and rubbed up against one another. or kinda like a low tone clicking or clapping sound.
the sound lasts about half a second to a full second and no other problems exist during or after the sound.
any ideas on what this could be??

Since this noise is on acceleration eliminate the sticking caliper notion. The noise you describe does not sound like belt squeal either. First choice is pre-ignition or "pinging". This noise is cause by low octane gasoline. The next is motor mounts. when a motor mount gets soft it can make a noise such as you describe.

Does it click while accelerating or turning? Does it click while decelerating? Is the Click proportionate to the car's speed? Has it gotten progressively louder over time? If so, If could be the CV shaft/axle. Look under the car and see if the boot is torn or ripped. Im pretty sure it's the CV (constant velocity) joint.

some brakes have metallic finger positioned on alerts that are designed to the contact your metallic rotor floor and make a metal noise at the same time as the brake pads positioned on out. it is basic to have your the front brake pads checked and that i might want to do it instantly away.

not 100%, but it sounds like your brake calipers may be "sticking". How long's it been since you had your brakes checked? If the calipers are sticking, it'll cause the brake pads to wear prematurely.

You might need a front end alignment or it could be that you need some breaks and if you got new breaks you might need to get your rotars turned.

it could be either the pullys are loose or the belts are check that and see if it helps.
