Win the lottery and then buy loads of shares in various broadcasting media companies until you get a controlling 50% stake and can appoint yourself to the board of directors, a task that would cost millions, if not billions.
You could always try "plan B" and apply for a licence yourself from the ITC for a new channel somewhere, as such 'auctions' come up occasionally but having said that, the ITC don't give licences to just anyone, especially if you are the president of the BNP or something in your spare time, and they would probably have the authority to prevent you taking complete ownership and/or withdrawing your broadcast licence if you start broadcasting c**p, especially controversial c**p. And you'd still need studio space and some kind of business plan before the ITC would let you take to the airwaves. I know some of these new quiz TV channels look like one-man-and-their-dog outfits broadcasting from a garage, but I fear those days are long past, and potential media barons these days can expect a lot more checks. I don't rate your chances!

Need to apply for a licence from the ITC (probably now part of Ofcom) but you would also need to negotiate carriage to have somewhere to broadcast - so most likely Sky - they will then charge you for thier services including EPG listings etc. Try Ofcom web site first
