I think it means that for every ADP + P in the cytoplasm there are 5.53x10^2 molecules of ATP. Therefore there are much more ATPs in the cytoplasm than ADP + P. You get this ratio by dividing the number of ATP by the number of ADP + P.
Reminder: ADP + P --> ATP
the reverse reaction releases energy, and this is where the cell gets its energy from. It means that in the cytoplasm you have a lot of ATP, therefore a lot of potential energy which can be used for many purposes.

5.53x10 squared is standard form. it means 553. your ratio is probably ATP:ADP+P = 1:553. it's probably a mistake in the question but if you explain to your tutor that you don't understand then they might let you off assist you further. Hopefully.
