If they use research like books/online...it would be a huge headache because they have to fully understand the information and how it works in such a short time. But to have a professional explain it to you and give examples is much easier,IMO.
But do you know which method they use more often?

They use research and writers. If they are doing a movie about history, they will obviously use research first and then the screen writer does his/her job and then it is edited before it is shown. I agree, they do have a very difficult job and I applaud them for it.

Michael Criton helped develop "ER", bringing in medical professionals, etc, while Jerry Bruckheimer employs real CSIs for CSI, of course allowing for exageration for storyline purposes. But, the development of these storylines is not a matter of months, these take much longer than what you think. There are movie scripts that can take literally YEARS and YEARS to develop not only for script but for research. But that's a writer's job, to research all avenues, by conducting interviews with professionals, even experiencing firsthand the reality of a situation (say, like, riding in patrol cars at night or working in a stripclub to understand the workings).

They tend to use both, a lot of cop/medical shows have an expert on set with them but also would have research done at the writing stage.

Medical shows like ER and Grays anatomy have Dr.s on staff that help write story lines
