US News has two National Groups. One is National Universities and one is Liberal Arts colleges. Most of the third tier universities are decent schools. Most are the second or third best state university in a state (e.g., East Carolina, AZ State, Illinois State). The third tier National Liberal Arts colleges aren't quite as good.

The very top Master's Level schools (Villanova, Trinity, etc) are quite good -- and are probably comparable to the second tier schools in the National University list. The Northern region is much stronger than the other three regions. The quality of the schools on these lists drops off pretty quickly, though. Those not at the very top are probably comparable to the third tier National Universities.
