Well there are 43,500 sq ft per acre. and 4" is 1/3 of a foot so.

43500 (90/3) = 1,305,000 cubic feet of water

or around 9.76 million gallons. But depends on the land on how much run off you get. A paved parking lot would be 100%. Grass land might be only 75%.

We assume you want an estimate water. It is normally given in acre-ft or cubic feet.
Amount of water
=4"*90 acres=360acre-inch
=30 acre ft
=30*4840 sq.yard-ft
=30*4840*9 cubic ft
=1306800 cft
=1.306 million cft
