This is not a rural area without a postal route...nor an urban area without mail boxes.

Convenience, security and privacy.
PO Box customers usually get their mail delivery earlier in the day. They are more secure than a box on the street especially for letters containing checks.
They also provide a filter for recieving mail without the ability to knock on your door. It looks more profeessional for an in home business to have a PO box address than a street address.
People rent boxes for a myriad of reasons, some legit and some are shady. Some spouses rent boxes to hide the credit card bills, to hide an extra-marital affair or to get their kids into a different school district . Most are legit and just like the convenience and security of having a locked box.

some people just feel safer that their mail will arrive to their destination, and nobody will look in their boxes, or they wanna hide things from neighbors, its just a convenience

Maybe they are not at home alote and dont wanna have to worry about there mailbox overcrowding!
