it seems that they only building offices in the city of london .because nobody live there ,it's ghost town at night and week end.also,instead of commuting ,people who work there could be at work in minutes.

Because it's some of the most expensive land in the world.
Guess who owns it? Global players! Buy one of those, and you will prob find that they have a penthouse or two on the top of their office block!

The city buildings consist mainly of offices and financial institutions. Many of the buildings are very old and are possibly`protected`, so where would you build, what would be demolished to make way for housing? The cost would be astronomical,if a building plot was found. The only possibility is up, but it is not easy to build further floors onto an existing building,even if planning permission was allowed. I imagine that it will continue to remain an `out of hours` graveyard.
