Could be several things. The common method for mourning is "half mast". In this case it could be someone that does not know tradition, or their own tradition brings them to put the banner in that way. One thing is for certain though. It seems the nations are getting everything upside down, backwards, and to the left and to the right. If your neighbor's flag is a national flag, maybe they are hoping people might notice.

to hang a flag upside down is the international sign of distress...saw a lot of that after 9/11. However, if your neighbor has it like that right now, he's likely trying to make some sort of politcal statement about the current leadership/state of affairs in the country and, like people with politcial bumper stickers, wants everyone to know about it.

Depends on your neighbor. Maybe he or she doesnt realize its upside down. or maybe their just being a jackass. The us flag flown upside down is a sign of disstress...at half mast is a sign of mourning. Some folks think their being witty and controversial with making a point by flying it upside down but to most veterans their being very disrespetfull.

It means either (a) that he doen't know how to do it right, or (b) it is an appeal for help. An upside-down flag has been used as an SOS signal for centuries.

He is in distress and is sending a signal that he needs help. It is often used as a political statement which I think is wrong and that if there is no dire emergency that needs immediate attention, well it just seems to be disrepsectful but that is just one old jarheads opinion.

It is only a distress signal if there is a reason for him to be in distress. He is doing it to show his complete disrespect for the country. (Apparently though, he does not feel strongly enough about it to leave the country.)
