Good question. Most Borg had "designations" (7 of 9, etc.); I think Picard was given a name because the Borg's intention was to use him to communicate with humans. Since they had assimilated humans in the past, they knew of the human predilection for "naming" individuals, rather than designating them. Maybe just a little condescension on their part, you think?

the writers wanted to signify how different Picard AFTER he was assimulated. He wasnt Picard anymore but Borg. So you wouldnt think "ohhh nooooo Picard wouldnt do that!!!!!" It was SORTA of like a split personality. There was Picard= starfleet officer and Locutus = Emotionless machine whose main purpose was to facilitate a smooth assimulation of the Federation.

A variant on his middle name (Luc). He was given a "human" name instead of 3 of 9 because he was to be a human voice for the Borg.

Watch the NG movie- Star Trek- First Contact.
It's hard to articulate, but the Borg queen explains it in that movie. Good movie, btw.

You know how most of the Borg had "names" like 5th of 9.
I think they didn't have any other "humans" or earthlings...lol. So he got a name. I guess he could have been 1st of one...
That would be my reasoning anyway.

I am curious what others will say.

Plus "I am Locutus of Borg." sounds way more badass than "we are borg."
