There are lots of ways to thicken the brow, but unfortunately, it either looks messy or drawn on. The trick is to go as slowly as possible. Drawing a continuous line looks just like what it is... a long line and unless you are trying to copy the look from the twenties, it is not the way to go. Actually, I would advise against using a pencil unless you are really stuck for an alternative. Instead, brush the brows up and then outward across the arch. Set the hairs with a product that will keep them in place and then add touches of color in short strokes. I have been using the brow kit from Benefit and it does a great job. The kit even comes with a tiny pair of tweezers. Brows look great all day long.
Where exactly should you thicken the brow? This is usually at the inner corners of the brow and where your brows are naturally thick, but have been thinned due to over-plucking.

Hello =)
First of all, that's great that you're recognizing the fact that a woman's eyebrows is so important. Some women do not realize that the thinner the brow, the bigger her face will appear.
A woman's brow is supposed to FRAME the face and be the widest part of her face. It's supposed to form a "V," the brow being wide, then going down to the nose, then the lip being the bottom point of the "V."
I had a salon tech accidentally make my brows too thin, so what I do is use a waterproof mascara that matches by brow color. I take a q-tip and simply brush in the area that needs to be fuller, and it lasts and doesn't rub off.
Have you thought about getting it tatooed? You can tattoo the sparse area and then you won't have to worry about applying makeup! Just make sure you go to a cosmetic tattoo place rather than a regular body tattooer. They are NOT licensed to work on the face, so they wouldn't be liable for any problems. I actually got this done, and it wasn't so bad. I'm a big chicken but was able to handle it. It cost me about $400, but now I never have to fill them in anymore. There's a cosmetic tattoo salon in Chillicothe Illinois, called DREAM ILLUSTRATIONS. People travel across the US to go there, since she's the best. Ask for Kay. She did mine.
Don't worry, you'll be fine. Just make the brow blend well instead of penciling in a straight line, which will look very obvious.

RE:
I have very thin eyebrows. Does anyone know a NATURAL way to thicken them?
I inherited extremely sparse eyebrows. When I take photographs, my eyes look brow-less and lash-less. What can I do to thicken both without resort to makeup? I don't wear make up but I'd like to thicken my eyebrows, especially -- with no chemicals or surgery.

Sorry, but there is no way to do this without make-up or chemicals. I recommend for a soft, natural look, take an eyeshadow that matches your hair color, and use a small brush to fill in your eyebrow with the shadow. It will look natural and give them a nice, full appearance

I don't think you can grow thicker eyebrows. You might consider "permanent makeup" so that you don't have to pencil them in everyday. However, you have to be really sure you want this look, since you can't wash it off. My waxologist provides permanant makeup services. I am not sure how much it costs, but you can call around if it is something you might consider.

There isn't anything that you can do without makeup, chemicals or surgery other than having your eyebrows tattooed, which looks natural if you go with the right color. Will power alone will not grow them. Also, stop plucking your eyebrows completely.

Interesting question. Hmmm...how exactly would one increase something that is not there - naturally.
You "naturally" don't have them, so you're "naturally" not going to increase them. You could, however, use henna - which is natural - and simply draw them in whenever you photograph or desire a fuller look. Henna will wear off in a few days.
