Most of the time you should. Material will shrink a certain amount so if it needs to be exact when you are finished, wash it first. This will save from dissapoint later when you are finished and do need to wash it.
Also check the type of material you are using

Depends on your preference. If it's something you are going to be washing alot, I would wash first, this will allow the fabric to be pre-shrunk. I made some curtains for my sons room and the first time I washed them they shrunk up 2 inches and now seem like they don't hang properly. Sometimes pre-washed fabric will need to be pressed after. So guess it depends on your preference. Good luck with your projects.

No, no need to wash your material prior to sewing. Besides, if you wash it prior to doing so, your material can get frayed really badly. But also, most garments from the store are not washed prior to them even being shipped, which is why I tell my wife to always wash clothes before ever wearing them. YUCK...

I don't know why you would need to wash it but that is true. I was just looking at some new clothes that I got and they had a hang-tag that said "Wash before alterations." That convinced me.
