Is there a website/IM Client which can help me send a SMS to Saudi Arabia?

I am looking for a website/IM Messenger which can help me send SMS to Saudi Arabia. I know that Saudi is not covered by Yahoo Messenger. The catch is that the service should either be free or the billing should take place on the receiver's side.
