5.53 * 10^2 is not a ratio. It is simply scientific notation for the number 553. To have a ratio you must be comparing two things. It is normally written x:y.

Ratios relate the part to the whole. In your instance, the whole number is just written in scientific notation.

5.53 x 10^2 = 5.53 x 100

Another way to write 5.53 x 100 would be:

(5.53/1) x (100/1) = 553 / 1

or

553:1

In the cytoplasm the typical (ATP)/(ADP)(P) ratio is 5.53 x 10 squared.

5.53 x 10^2 IS a ratio in this case as it is simply saying that there are 5.53 x 100 = 553 (ATP) molecules (or whatever they are) for every 1 (ADP)(P).

It isn't, it's the number 553 written in standard from. You have to have two numbers being compared in a ratio
e.g 1:2
x:y
