if they are screws then either grind them off flush with a grinder or put a pair of vice grips on them and unscrew them and fill with an epoxy to prevent water from getting in there. industial settings they just grind them flush

You can use a reciprocating saw with a metal cutting blade or a small hand-held grinding wheel. Remember to use safety glasses either way. Been there, done that, have the hospital bills to prove it. Saw would be faster than grinding wheel I think. Good luck.

You can just grind them off flush with the concrete and call it good, or you can break the concrete around where the screws are and then patch the concrete.
