I am looking for a law, ordinance, or town bylaw that is now on the books that can serve as a model for local legislation. This is for my town in the USA. All answers with information appreciated!

It is not legal for the state (city, town, etc) to write a law requiring a landlord to accept pets (other than those for service purposes such as seeing eye dogs).

As the owner of the property it is their right to set whatever rules they want for tenancy (without violating established rules of discrimination based on things you cannot change such as race). It is no one's right to own a pet, it is no one's right to rent a specific apartment, and it is no one's right to tell someone else what to do with their own property.

How dare you even suggest such a thing?

I'm not an attorney, but I am a pet lover. I can sympathize with what you're trying to do. But common sense tells me that the property owner's rights would supersede any legislation you can create. Meaning that if you do get such a law passed, you'll likely be sued and lose in a court of law. Again, I highly recommend you consult an attorney.
