f=kma: f=ma doesn't need a constant of proportionality. These variables are defined so that f is equal to, not just proportional to, ma.

But, say you're in a grocery store putting cans of soup in a weight-free basket. One can isn't very heavy. 2 cans weigh twice as much. In fact the weight is proportional to the number of cans in the basket. But how much does it weigh? In pounds, or newtons, not cans? Well that's where a constant of proportionality comes in. It could convert number of cans to weight for you.

Anopther example a little more scientific in nature. The gravitational attraction between mass m1 and mass m2 is directly proportional to the product of their masses and inversly proportional to the square of the distance between them. This is a proportioinal relationship called Newton's law of universal gravitation. You could do the math but it didn't give you force in Newtons or pounds. It just allowed comparison with other results. About 100 years later, Lord Cavendish did careful measurements and determined a value for G the constant of proportionality for this relationship.
F = G*m1*m2/d^2
The value of G has since been revised after more careful measurements. The constant of proportionality for your basket of soup cans would be determined by weighing a typical can.

when we say "F is proportional to m" it means that the ratio of Fis to m is a constan. in other words they are equal only if all other factors affecting F are made unity.
