try landsend.com and look under their mens custom section. my guy is short and it's hard to find a lenght 28 in any type of pants. landends happens to be reasonably priced and they do a nice job on his work pants. i have never ordered jeans from there but i know they have them.

You might try one of the Western shops like Western Warehouse or Corral West, they have a lot of Levi's in hard to find sizes.

that's the size my boyfriend wears and he has trouble, too, but he can get Walmart to order them for him.
