I think you are confused as well as many others who have answered. It is actually Emmigration Check. This is required by India and not by UAE. This is stamped onto your passport. So if your passport says ECNR then there is no emmigration check required. Normally, the emmigration check rule is applied to people without adequate education and financial means as a means of protecting them from exploitation in other countries. So if you have a 10+2 or higher qualification or pay income tax,etc..you will get ECNR on your passport.

It depends on where you are arriving from. If you arrive from the US mainland, no. You will clear US immigration at the port of entry. If you are arriving from a foreign location, yes. You will have to clear both customs and immigration.
