How do you feel about someone or something that ultimately provides for your every need?
A pet is dependent on its master for food, shelter, care and love. Love comes from that in any scenario -- not just with a pet and their master.
Pets are better at expressing love back than most humans though.

Can a pet actually "love"? My cats demonstrate that they feel safe around me (curl up beside me) and care for me as if I were a cat (groom me etc.) in their family. But if it is past feeding time- claws tend to come out.

Because they are rewarded for those activities we view as signs of their love, and you can train animals to do many many things with food.
Also, dogs are social animals. They need to feel that they are part of a group, and they need to know their place in the hierarchy, which is going to be below you in your house, which gives them a strong urge to submit to you and seek your approval, which, again, you give them when they act like they love you.

You know, the most loyal dog in the world, is a mutt. You feed them and give them shelter, so in return they protect and comfort you. Every heard the phrase, "Don't bite the hand that feeds you?"

MOST PETS LIKE DOGS ARE PACK ANIMALS. WHEN THEY LIVE WITH YOU THEY CONSIDER YOU THE LEADER OF THE PACK. ALSO THEY GET THEIR FOOD AND LOVE FROM YOU.
