I would check with your local Council's recycling officer. It depends on where the paper is sent for reprocessing and what it's being recycled into. Sometime they can accept a small amount of contamination (i.e. plastic windows). But all Councils have different arrangements.

Personally I don't recycle them because my council is very strict about what qualifies as 'paper' - for example, they don't allow you to recycle juice boxes because they are coated with foil.
I'd keep tearing out the plastic.

Oh yes, i recycle as much as is feasablly recyclable.
I use "window" envelopes with a mail licence thing to send stuff to others.It works.
If I get junk stuff, I use their return envelope, with all the crap, excluding pesonal data back to them
This seems to shut them up, and I am not locally stuffing needless paperwork in MY bin.

In Ireland you have to take window out Or take plastic off .If you don't the whole truck load is wasted.Cause they say it is contaminated

It's changed. Now you can leave them in. It has something to do with the chemistry of the plastic used, I think.

Good question and one I hadn't thought about when I do my recycling, maybe they just shred them anyway, hope someone can give you the answer.
