This is a good question, direct and simple enough. People are set in their ways, true. Yet, to become a better person entails a certain amount of change- which you have stated. And we all know people we care about who are just stuck in a rut- good or bad, they just stay there because it is what they know, and they have the routine down. It is human nature to resist change because we are such creatures of habit. Yet, we live in a world in which change is a constant fact of life.
Perhaps we should always be aware of this, especially in politics, which means we need to use our brains a lot, in order to decipher the information that comes across to us (from the media, for example-several sources), and from our own research into the backgrounds of candidates for public office, never believing hype from one source, research who funds their campaign, and assimilate it with our basic philosophy and knowledge of how the political process works (the reality), to arrive at some reasonable course of action we believe should be taken. It worries me when people vote a straight party ticket. There are many dangers on both sides, and since we can count on neither side to educate anyone or stick with real issues, it seems, we have to rely on our own abilities to research. To vote is not enough if it is an uneducated vote.

For me the answer is quite simple. People are afraid of change and so rather than explore the options and alternatives and the "what if" factor, they choose to stay inside their comfort zone where it is the same old same old each day.

Change means having to do it different and this disturbs people because it means they would be challenged, they would have to be open-minded and possibly have the chance of something not panning out (ie: an error/mistake has been made). For many this is far too complicated and uncomfortable.

Well, because people like to feel safe and it is safe to not change... so many people hate change - they freak out and can not handle it... people are weird!
