Yes, Isabel is a variant of Jezebel.

No, it is generally believed to be a variant of the name Elizabeth. from Ελισαβετ (Elisabet), the Greek form of the Hebrew name אֱלִישֶׁבַע ('Elisheva') meaning "my God is an oath" or perhaps "my God is abundance". There is a school of thought, though, that it has a Semitic origin meaning "daughter of Baal".

Just to set your mind at rest, when the name of Queen Elizabeth is translated into Spanish, it is rendered "la Reina Isabella", so there is strong support for the Elizabeth explanation.

Jezebel was a much maligned woman - the woman at the window!
