Many ISP's, like comcast or verizon have space setup for you to build your own pages. You can also build them at Yahoo, Geocities and other places. Try doing a search for "free web hosting" and you'll likely find quite a few possibliities.

The difficulty in building a web page isn't in finding space, but in developing content for that page. It takes a little work, and you really need to know a bit about how to build a page.

Most hosters have some tools that allow you to build pages and these tools work ok for smallish sites that do not require great originality. Other than that, you'll need to learn some web building tools like frontpage, dreamweaver, etc.

Don't forget about http://360.yahoo.com

It depends on what you want to do with your site. If you want to blog and share photos Yahoo 360 should work for you.
