OK This is driving me crazy i want one so bad but i cant find anyone selling one, so whats the:

and when its released WHEN and WHERE can i get it and how much for

The hope is that the costumes will be in the clothing store today, but we are not sure at this point in time. It is possible that they may not be there until next week.
IF the ninja costume is re-relased it will be in the clothing store. I believe the price last year was 85 MB. But there is no guarantee that the costume will be released again this year. Some costumes from 2004 were no re-released in 2005 so it's reasonable to assume that the same may hold true from 2005 to 2006.
