There are several ways you can earn money from advertising:
1. Join an advertising network. Advertising networks are organizations that aggregate Web sites that offer advertising space, and sell banner ads (and other advertising options) across them. Traffic requirement is often a minimum of 5,000 monthly impressions, although many do not accept sites hosted by free page services.

2. Participate in contextual advertising networks. Contextual advertising are text ads delivered based on the content of the web page using an automated system.

Yahoo! Publishing Network (currently in beta and available to US publishers only) http://publisher.yahoo.com/

Commission Junction Evolution http://www.cj.com
Kanoodle Brightads http://www.kanoodle.com/about/brightads.html
Clicksor http://www.clicksor.com/affiliate_programs.php
Contextweb http://www.contextweb.com/
Bidclix http://www.bidclix.com/

3. Sell advertising for your site directly. This is admittedly a more difficult route for a small business site wanting to earn advertising revenues. But hey, as they say: "no pain, no gain!"

What I think you are asking is how do you get companies to buy media on your site so that is what I am addressing.
A major player that even only has a single place for ads has a sales guy believe it or not. But since you probably aren't the webmaster for BestBuy.com. . .
You should be sure to create a page that gives rates and data on advertising with you. See http://www.collegehumor.com/advertising/ for an example. For a small company, appealing to those already on your site is absolutely key.
You can advertise yourself as place to put banners via SEs, media sites such as gawker.com etc but that will cost you and that is surely not your intent if you are a small player.
You can approach the big boys such as ValueClick but unless you have some serious traffic, they are not going to work with you.
If there are small sites who are a fit for your site, you could contact them through their advertising link to see about a reciprical deal or send your rate card with traffic. It might get you some bites.
You could also become an affiliate publisher and although they won't pay you for CPM or CPC they will give you a rev share (say 5-10%) of the purchase made by someone clicking on the advertisers banners now hosted on your site. The big players are Linkshare, Commission Junction and Performics in this space. They have an application process. The associates program at Amazon.com is the best because you advertise whatever is in their catalog that matches your content and the application process is pretty basic. You may already know this but it is a way to fill empty media placement space on your site.
I wish I could be more helpful but that is how the game is played. You have to get pretty big before you will be approached directly for CPM deals (i.e., we buy the space from you to have our ad run on your site.)

It depends on what your website is all about. If it's just a personal website, i.e. not for a business, it's not likely you get someone to pay for advertising there. If you have a business website, contact an advertising agency, they should know the tricks.
