I can see no reason why not. The big consideration is outside air temperature.
Oh Oh. Do you mean to black coat an existing asphalt driveway? In that case the black coat will not stick to the asphalt unless it is completely dry.
If they are laying new asphalt then it is OK, as long as the temperature is well above freexing.

Yes. Road crews do it all the time. Water won't mix with blacktop. Concrete driveway is another story.

No, the water will get caught between the layers of the blacktop and cause it to fail prematurely.

Not a good idea. You will have one muddy mess. The rain will contaminate the asphalt. It will not set properly. Wait for a nice sunny, dry day.
