The turtle either isn't getting enough calcium in its diet, or some chemical is dissolving the shell.

Is this a pet? Is it a terrestrial turtle, or aquatic? Make sure to keep its enclosure clean. Ammonia in urine can dissolve the shell.

It probably needs calcium. Either that or it's missing something in it's diet. I obtained a neglected painted turtle whose shell was flimsy at best...some good nutrition and it's fine now. A gopher tortoise should have a rather hard shell, being from the desert and all. Try and feed it some calcium supplements if this is your pet...or get advice from a vet.
