Probably the simplest way is to use Windows Live (MSN) messenger. Download it here - http://get.live.com/messenger/overview - then add all your friends and once you have connected with them they will be able to see you and you will be able to talk to them. The latest version of Skype http://www.skype.com also allows this.

If you are talking about the best software to use to communicate with other via web-cam, I have to say that there are various ones that you can use. There is Web-cam option in Yahoo, MSN, and various others. Microsoft itself has built in " Netmeeting program".
If you are talking about etiquette on web-cam, then just be honest, don't give out too much of your details unless and until you completely trust the parties involved, don't ever give out your personal; details as this maybe witnessed and accessed by others when being sent and received on the Internet. Please, Do not ' Cyber' as this could be detrimental to you altogether.

Hooking it up would be the best way. On a real note, I think the best way to communicate with a webcam is through yahoo messenger. Its simple, Its free, And just requires a simple download.....and hey, why not plug Yahoo.
