You really need to have it appraised by a professional who knows flags. The markings just gives you the oldest possible date for the flag. The flag could have been made as a reproduction.

Go to an antique dealer and get it appraised. Then go to another one and maybe another one. That way you can see if the value is consistent. You can also see if you can get on Antique Roadshow or something.
