Download Internet Explorer 7 from microsoft.com
Install it..... set it up..... blah, blah, blah......
after all that's done:
Turn on IE popup blocker:
>Tools>Pop-Up Blocker>Turn on pop-up blocker
>Tools>Pop-Up Blocker>Pop-up blocker settings
>Remove all websites from list of 'allowed sites'
>Select both boxes
>Change pop-up filter setting to 'high' (this means that if you click on a link, you may have to hold down CTRL + ALT to get them to work.)
>Now, when you get a pop-up, it will flash blue near the address bar, and you will hear an audible sound

Finally....
MOST of the pop-ups you occur wil be blocked by IE or Google. A few may slip by, but that's OK. We're going to fix that right now....
If you get any unwanted popups, write down or copy/paste the URL into Tools>Internet Options>Security>Restricted Sites>click the 'sites' button>type in the URL into the blank, and click 'close'
>This previous step will unfortunately not stop the popups from occuring, but it will block their content; meaning that you won't get annoying flashing windows and loud screaming noises.....
NOTE: If you are *trying* to get to a website, and the popup blocker won't let you, just hold CTRL + ALT, and then click the link again or refresh the page.

Did you download any other things other than Aim? Cause sometimes those 'side advertisement' may cause that too... (eg. those smiley emoticons, cursors, free screen saver, wallpaper etc). Also, a lot of virus scan cannot actually scan virus. It's better if you find someone who knows how to fix computers to fix it for you.

You may have downloaded an adware program. They operate independently of the browser just waiting for a time to pop up an ad. You will need one of the adware removal programs to find and remove it.

Pop ups are a sign that your PC is infected with spyware/adware.

I had them for ages and could not get rid of them, then I up dated my pc guard and also put a morzelli firefox on and they vanished

if your site that you are on has unsecure things on it the pop ups will come if you have norton then it should protect it from pop ups
