By asking questions you have points taken away. If you ask too many and get below level 2, I guess you lose your privleges, right? No more voting, no rating, etc., until you build your points back up? Is that how it works?

well being at level two doesnt give you A LOT of privilages. Just you get to ask more questions and answer more. just be sure to answer more to replace the questions you asked. Like if you asked one question you should answer 3 more questions or mark thumbs up. So that you can either stay on your level or go up some.

Absolutely correct. Build up enough point by answering a lot of questions, voting before you start asking questions. When you do as remember to choose the best answer to get some of your points back. Thanks for the 2 points

I;m not sure about any privleges being taken away.
but i;m on my way to 5,000 points.
and I get at least one question or answer
a week removed cause somebody wants
to stop me from getting my points........

You just gotta answer more questions to try to offset the questions you want to ask.
