You haven't given enough information for anyone to give you a clear answer to your question. If you're talking about equal diameters, then the rod will be stronger in all ways because it has a larger cross-section.
If the pipe and the rod have the same weight per foot, then the pipe will be stronger in bending because its bending modulus will be higher. Since bending stress is concentrated on the outer edges, the best way to resist bending is to concentrate material there. This is why I-beams are used in construction. In tension, the pipe and rod will be equally strong because they will have the same cross-sectional area..

Assuming equal outside diameters, the rod is stronger in tension or compression because it has a greater cross sectional area.
In bending mode the rod is also stronger because it has a greater section modulus. Another way to look at it is to consider two pipes of equal diameter one with a very thin wall thickness and the other with a much thicker wall thickness. It should be obvious that the one with the thicker wall will be stiffer and therefore stronger.

It depends on which axis the force is applied. If you apply it perpedicular to the long axis the rod is stronger. If applied parallel to the long axis the pipe is stronger.

the rod is NOT stronger. the pipe is stronger b/c of the hollow area inside. can't remember why, but i was arguin w/ my dad about it yesterday haha... he finally pulled out a book and prooved it
